Governor Pat Quinn Hammers  Gov. Candidate Dan Hynes in this video on Hynes handling of the Burr Oak Cemetery Mess.  But Quinn Knows the culprit( the ones covering up) in the Burr Oak Cemetery Mess is the the Cemetery Owner Perpetua,  Inc and  Slivy Cotton. This is  mentioned in this blog. and in  the Chuck Goudie Memo of Last Friday Night. It is not emphasized  in the ABC7 Goudie story of 1/29/2010.

There are also reports that Quinn Campaign gave this memo to Cook County Sheriff Tom Dart.

In the Last Day of the Democratic Campaign for Illinois Governor Quinn is screaming  at Hynes “Cover up” in 2 Illinois Funeral Scandals. Scandal #1: The Burr Oak Cemetery Grave Desecration.  Scandal #2 the Illinois Funeral Directors Preneed Ponzi Scheme.

The smoking gun for Dan Hynes appears to be a memo that surfaced Friday(Jan. 29th)  in  Channel 7 news report. The memo shows that  Comptroller Hynes office knew of body desecration and grave stacking at Burr Oak Cemetery in 2003.

Hynes had no regulatory authority in “Cemetery Operations” but could have turned the matter over to law enforcement.

The same is true in the Great  Illinois Funeral Directors Association  Preneed ponzi scheme. Hynes had limited authority in that insurance scam  and choose not to turn the matter over to law enforcement or prosecution early on.

Funeral  and Cemetery fraud should always be prosecuted, That said the memo shows that the perpetrators(coverup) in Burr Oak are  Perpetua and  Manager Silvy Cotton.

In The IFDA Preneed Trust Scam the perpetrators(coverup) was done by the association ‘s leadership.

Unfortunately For Dan Hynes the Burr Oak Cemetery Scandal may well be the most horrific in the nations history, and the IFDA Preneed Insurance scam is the greatest insurance scam in the history of the State of Illinois.

These scandals spelled well publicized catastrophe and happened under the Comptrollers watch. He had limited regulatory authority in each matter which makes it look like a coverup.  This situation for “Hynes” may  cost him the governorship. Quinn knows knows these facts but is using them to his advantage…..

It is being reported that State of Illinois Comptroller-Dan HYNES- knew about the Grave Desecrations at Burr Oak Cemetery in 2003.

Evidently Hyne’s Office became aware of Grave Desecration’s at Burr Oak, and his office  contacted  Silvy Cotton the then 03 Manager of Burr Oak Cemetery

This has been reported by the Capitol Fax Blog and ABC News.

I reported the  Silvy Cotton  part of the story on this blog that Cotton was involved with the Burr Oak Cemetery desecration in that she hired the arrested  2009 manager at Burr Oak Cemetery. I also stated she was involved in the Deborah Kellom funeral home Scam in St. Louis that took place at another Perpetua  Facillity with a 2009 conviction.

The source of the blog post came from one individual in St.Louis who wished to remain anonymous. THE OTHER SOURCE  WAS FROM THE CHICAGO AREA WITH A LOVED ONE AT BURR OAK-anonymous.. Other sources in St Louis, and CHICAGO would not confirm or deny a Silvy Cotton connection to Kellom and Wade Funeral Home or Burr Oak Cemetery.

When threatened by Silvy Edmomds Cotton  i retracted the blog because I had 2 sources, that would not back up my Statements. I deleted the post. Here is my Email Exchange with  Silvy Cotton,

Reports show Slivy Edmonds Cotton, who remains listed under Perpetua management, and Portico LLM Enterprises took over the Pet Cemetery of Tucson in 2008.

Portico sued the former owner this summer, alleging fraud and misconduct, including selling headstones that were not provided and breaking into Portico offices to delete files.

It is true that Comptroller DAN  HYNES only had the authority to regulate money-BUT WHY DID HE NOT TURN IT OVER TO LAW ENFORCEMENT IN 2003?

Memos and emails obtained by the I-Team reveal that top officials in the Illinois comptroller’s office knew in 2003 there was a problem with unearthed human remains at Burr Oak. And according to a confidential five-page report written by Burr Oak’s CEO in 2003, cemetery officials had reason to believe the grave-selling scandal had already started.

A spokesperson for candidate Dan Hynes  Comptroller running for Illinois Governor responded to my blog Post today about the way the Comptroller handled the Illinois Funeral Directors Association (IFDA)Ponzi Scheme. In an E-Mail  Carol Knowles revealed significant Information.

THE  ILLINOIS FUNERAL DIRECTORS ASSOCIATION HAD 2 SETS OF BOOKS.

PART OF THE BLAME FOR NON -REGULATION  OF THE PONZI SCAM SHOULD GO TO THE ILLINOIS DEPARTMENT OF INSURANCE.

I think you may have missed the point.
The IFDA issue is about the regulation of insurance policies and trusts.
Those regulatory matters are in the hands of the Illinois Department of Professional Regulation — NOT the Comptroller’s Office.
The regulation of the IFDA trust was no longer under the regulatory authority of the Comptroller’s Office beginning in the mid 1990s when the state law was changed.
The “license” the IFDA Trust had was to SELL preneed and it had been issued DECADES earlier. It was irrelevant because the IFDA DID NOT SELL preneed.
The Comptroller’s Office uncovered the problem, stopped the bad guys and moved to protect the trust by alerting the IDFPR.
The IDFPR could have and should have frozen the fund in 2006 when they were advised of the problem, but instead they chose let the IFDA try to qualify as a proper trustee. When that failed they told them to find an appropriate trustee. The IFDA fought regulators at every step of the way.
The “earnings” they reported to their members and/or consumers were fantasy numbers. They awarded interest based on a whim, not actual earnings. They paid various members off with $25,000 personal insurance policies. They essentially had 2 sets of books.
The IFDA began purchasing these policies in the mid 1980s — where was the Department of Insurance (part of the IDFPR)?
The IFDA was advised by their own lawyers in the mid 1990s that they needed to be regulated by IDFPR but they ignored it and operated without a proper trustee.
Bruce Rushton was given all of these documents but chose not to report all of the facts.
THIS IS VERY INTERESTING, SHE IS ACCUSING THE STATE JOURNAL REGISTER A SPRINGFIELD ILLINOIS NEWSPAPER AND  REPORTER BRUCE RUSHTON OF NOT REPORTING THE FACTS.

Note: THE IFDA SOLD PRENEED POLICY|IES THROUGH MEMBER FUNERAL HOMES.
The spokesman is shifting blame to other Illinois Governmental Agencies.
This is  all revealing and somewhat shocking.

New documents released in an Illinois Funeral Scam are relevant to the Illinois Governors race-Dan Hynes’s delay in holding Illinois Funeral Directors Association feet to the fire should disqualify him from being governor.

There are strong consequences to the IFDA Ponzi scheme avoiding regulators and Hynes delaying regulator action-Financial difficulties for funeral homes, owners of funeral homes having to work into retirement, lack of funeral job openings in the state, funeral homes having to make up the difference in  client’s preneed  funeral policies.

Real solutions to this matter are delayed in the Courts, but most importantly trust for funeral directors in the state has been buried.

And with the resignation of the IFDA President, the good old boys are still in control at the Illinois Funeral Directors Association.

It all results from the delayed regulatory action of Comptroller Dan Hynes.

State regulators spent more than a year pondering the financial catastrophe that was a pre-need funeral trust fund administered by the Illinois Funeral Directors Association, but it didn’t take Regions Bank long to figure out that the trust was in deep trouble.

Regions Bank was supposed to take over the trust. However, the bank backed out after the IFDA balked at liquidating life insurance policies that cost the fund thousands of dollars each day, according to the bank’s analysis.

In Illinois Dan  Hynes the candidate for Governor has fired back  At Gov. Quinn’s Allegations on the Illinois Funeral Directors Association Ponzi Scheme.

As expected the Governor gave The Illinois Comptroller  Hynes a hard time for  his handling of the Illinois Funeral  Directors Association Ponzi Scheme where over 100 Million Dollars was lost. Funeral Directors in the  State are out lots of money,Funeral prices have risen because of this Insurance Scam &  the sale of prepaid insurance in the State has lost all integrity.

IFDA Trust Fund is an issue in the Governors race.

Hynes also addressed allegations from the Quinn campaign that he allowed a funeral trust fund scam to flourish under his watch.

Hynes said his office looked into the matter thoroughly and took awhile to complete an investigation because problems began more than a decade before he took office and grew complex before they were caught.

“We uncovered the fraud and put an end to it,” Hynes said. “This was a complicated scheme that began in the early ’80s.”

The  Illinois  Funeral Directors Association  Funeral Ponzi Scheme is making news in the Governors Race In the State Of Illinois. Governor Pat Quinn is being challenged by Illinois Comptroller Dan Hynes.

Quinn is coming own hard on Hynes for letting the the Funeral Good  old boys get away with it. Remarkably It is not just the Illinois Funeral Directors Association Association who are upset with Hynes. The Folks suing the IFDA despise Hynes  as well. “The Lawsuit Calvert Funeral Homes llc et al” and the lawsuits that followed amounted to an  Funeral Director  Lawsuit Pile on the THe IFDA an the Illinois Comptroller

To Be fair to the Governor,  Hynes failed to report criminal activity.

To be fair to to Comptroller Hynes the Illinois Funeral Directors Association was fighting  him by not giving him the information he needed to deal with the scoundrels.

In  February 2008 The State Journal Register reported funds misappropiated, lost or stolen to the tune of 42 million USD. Today that amount has ballooned to over 100 million.

Illinois Flag CloseupIs there any Funeral|Cemetery Regulation in Illinois? Essentially there is NO to minimal  regulation in Illinois of Funerals and Cemeteries- Preneed  regulation exists but is in adequate by the regulator’s own admission(The Illinois Comptroller). License Regulation will get some teeth in 2010.

Other Reforms are on the way related to the Burr oak Cemetery Scandal.. But with the Illinois Funeral Directors Association Sandal reaching into the NFDA Executive Board with Randal L Earl(NFDA Executive Secretary) many Funeral Directors in Illinois feel it is too little too late.
